Russia's November Fertilizer Marking Step: Check the Pack Before Assigning the Duty
Russia reaches a fertilizer marking phase. Check consumer-pack scope, intended use, exceptions and transaction role before assigning a specific duty.
1 November 2026 is a new implementation node in Russia's fertilizer marking programme. It is not a reason to treat every fertilizer ingredient or professional agricultural consignment as a newly markable consumer product.
The November node is about a defined transaction
The system operator's implementation guidance, published on 21 September, places producer/importer marking and introduction-to-circulation reporting for covered goods at 1 November 2026. A later per-unit turnover and withdrawal-reporting stage starts on 1 November 2027. These are different obligations and dates.
The current news event is the implementation node, not a new November publication of the underlying government measure. This article uses the operator's readable guidance; the full decree was not retrieved for this review. It does not assign legal status to an individual MOS offer.
Classify the offer before allocating marking work
The operator's scope guidance uses consumer packaging and the relevant combination of customs and Russian product-classification codes. A nutrient name alone cannot settle that classification.
Its exceptions guidance expressly excludes goods intended solely for agricultural production. It also identifies exclusions for net mass above 10 kg or volume above 10 litres, and for net mass at or below 5 g or volume at or below 5 ml. The actual product and packaging must be checked against the guidance, rather than selecting whichever label is commercially convenient.
For a purchasing team, intended use is therefore a substantive input alongside package size and classification. The same chemical identity does not make a professional agricultural input and a retail consumer pack the same regulatory purchase.
Keep the two November phases separate
| Phase in the operator guidance | Role or information concerned | Scope boundary |
|---|---|---|
| Registration from 1 September 2026 | Joining the marking system | Registration alone does not decide whether an offered product is covered |
| Marking and introduction-to-circulation reporting from 1 November 2026 | Covered goods handled by producers/importers | Establish actual product scope and transaction responsibility |
| Per-unit turnover and withdrawal reporting from 1 November 2027 | A later movement-reporting stage | Do not relabel it as an obligation starting a year earlier |
Write the scope decision into the purchase record
Before dispatch, ask the responsible importer or compliance team to record the exact offer, intended use, pack format and size, proposed classification and applicable exception, if any. Where marking applies, identify who supplies the codes and reports the relevant transaction. An ordinary quality COA does not replace that scope decision.
The MOS water-soluble fertilizer category supports material-specific enquiries. State whether the request concerns a professional agricultural input or an actual consumer-pack product. Neither the category name nor this implementation news establishes that a particular MOS consignment requires marking—or is exempt.
